Brief Description

  • The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Recruitment of a medium-term knowledge management (KM) consultant to support knowledge management and stakeholder engagement.
  • The services to be provided under the Assignment include: see attached Terms of Reference
  • IDEV.3 invites Individual Consultants to indicate their interest in providing the services described in the ToR. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).

Terms of Reference
The overarching mission of Independent Development Evaluation (IDEV) at the African Development Bank Group is to enhance the development effectiveness of the Bank’s interventions in its regional member countries (RMCs) through independent and influential evaluations of all aspects of the Bank’s work, proactive engagement in evaluation partnerships and knowledge-sharing activities. IDEV also collaborates with bilateral and multilateral development agencies’ evaluation departments and other centers of knowledge on evaluation. It emphasizes learning from evaluations and promoting an evaluation culture, both within the Bank Group and its RMCs. IDEV comprises three divisions:

  • IDEV.1 focuses on evaluations of infrastructure and private sector policy/strategy and operations, industrialization and regional integration, and contributes to dissemination and outreach in these areas.
  • IDEV.2 focuses on agriculture, governance, human development, country and corporate evaluations, and contributes to dissemination and outreach related to these evaluations.
  • IDEV.3 is responsible for knowledge management, outreach and strengthening evaluation capacity at the Bank and in its regional member countries. Its key responsibilities include the following:
    • Implementing knowledge management, shareholder engagement and communication activities (including organization of outreach and knowledge events, website management, branding, etc.)
    • Producing evaluation knowledge products, including the quarterly knowledge publication “Evaluation Matters,” and ensuring their dissemination.
    • Fostering evaluation capacity development in the Bank and in its RMCs.
    • Promoting IDEV as a center of evaluation excellence and leading efforts to build international partnerships.
  • In this context, IDEV.3 seeks a medium-term knowledge management (KM) consultant to support knowledge management and stakeholder engagement. This six (6) -month assignment (with the possibility of extension) will begin in 01 June 2023. The Bank has been working in a hybrid arrangement as of April 2022. Therefore, the assignment will be home-based. These terms of reference define the purpose, scope, and expected deliverables related to the assignment.

Responsibilities and Accountabilities

  • The main objective of the Knowledge Management Consultant is to support evaluation teams in fostering engagement with stakeholders throughout the evaluation process, and on retrieving, compiling, and presenting evaluative knowledge in ways that are useful for meeting various knowledge needs.

Under the supervision and guidance of the Division Manager IDEV3, the Consultant will:

  • Work closely with the Principal Knowledge Management Officers, Senior Knowledge Management Officer and evaluation teams on the implementation of IDEV stakeholder engagement strategies;
  • Work closely with evaluation task managers and teams throughout the evaluation process to support the retrieval, compilation and sharing of knowledge in ways that are responsive to clients’ needs;
  • Identify relevant sources of evaluation knowledge and other information and extract, compile, analyse and present this for use in the preparation of evaluation reports, presentations, and other knowledge and communication products;
  • Support evaluation, knowledge management and dissemination activities (such as meetings, missions, events) conducted by professional staff and/or consultants and participate in these activities as required;
  • Identify and contact internal and external sources and other stakeholders to seek required information;
  • Consolidate, categorize and maintain background information and records on relevant issues, developing related databases and information systems and updating them accordingly;
  • Ensure that an accurate audit trail is maintained of all stakeholder engagement and that all contacts and activities are recorded in a stakeholder database; and
  • Perform other duties as may arise.

Selection Criteria

  • Hold at least a Master’s Degree (or equivalent) in Communications, Public Relations, Marketing, Social Sciences, Policy Analysis, or related field.
  • 5-6 years experience working in development organizations.
  • Understanding of evaluation processes.
  • Ability to retrieve, package and present information according to the needs of the client/audience.
  • Ability to communicate effectively orally and in writing.
  • Knowledge or experience working in knowledge management or communication.
  • Experience in participatory approaches and stakeholder engagement.
  • Experience with outreach activities.
  • Strong client orientation.
  • Attention to detail.
  • Demonstrable ability to work collaboratively as a professional, strong team player with a respect for others and the ethical requirements of the job.
  • Ability to communicate effectively (written and oral) in English or French, preferably with a working knowledge of the other. Proficiency in both English and French would be desirable.
  • Competence in the use of standard Microsoft Office Suite applications (Word, Excel, Access and Power Point); knowledge of integrated document management systems and/or online communication channels is an added advantage.
