Title: EOI – Consultant for the Transport Sector (RDGN)

Description
- The African Development Bank hereby invites Individual Consultants to indicate their interest to work as a Consultant in the Transport Sector to support delivery of the Work Programme in the Egypt Country Office and from time to time to support the Bank’s operations in Libya as needed.
- The consultant shall have a minimum of a master’s degree with at least eight (8) years of experience in the transport sector with proven ability to work on policy, institutional, economic and financing aspects of transport projects.
- The tasks will, among others, include assisting the Bank’s task managers in the following: development of public and private sector pipeline transport projects and diagnostic studies in consultation with government; preparation and appraisal of transport projects; supervision of transport projects; policy dialogue with government; coordination with the development partners in the transport sector; procurement and financial management oversight of projects; and coordination with other Bank departments to ensure efficient delivery of Bank operations.
Background
- The African Development Bank is a Multilateral Development Bank established in 1964 to support sustainable economic development and social progress in its Regional Member 2 Countries.
- Through its enhanced decentralized structure, the Bank currently operates in thirty-nine (39) Country Offices across the African continent.
- The African Development Bank’s North Africa Regional Development and Business Delivery Office (RDGN) in Tunis, Tunisia, has been established to strengthen dialogue between the Bank and regional Governments, development partners, the private sector, and the civil society, in the design of its development policy, strategies, and programs to support Regional Member Countries national development strategies.
- The RDGN office is specifically responsible for the development of lending and non-lending operational functions inv six (06) countries in the North Africa Region, namely, Algeria, Egypt, Libya, Mauritania, Morocco, and Tunisia.
- The RDGN office is therefore seeking the services of an Individual Consultant with experience in the transport sector.
- The Consultant’s duty station shall be Cairo in Egypt. He/or She will be required to support the Bank Team in charge of the transport sector operations on implementation of the Bank’s work program as well as oversee the day-to-day project management activities in Egypt and as needed in Libya.
Scope of the Assignment
- The Consultant will work under the supervision, guidance and in collaboration with the Task Manager for the transport sector in the Bank’s Country Office in Cairo, Egypt as well as the Regional Sector Manager for Transport with on-site oversight by the Manager for the Egypt Country Office.
- The Consultant will be expected to support the Bank to realize its vision for transport infrastructure and services, and future prospective areas of intervention in the sector; contribute to efforts in knowledge building and mainstreaming of best practices and lessons learned related to transport sector development.
Specific tasks will include, but not limited to the following:
Support the development of policies and strategies for the transport sector within the Bank in consultation with relevant government agencies, development partners, and other stakeholders:
- Advise on issues pertaining to policy and institutional reforms especially in the areas of planning and programming, transport network development, asset management/maintenance, and private sector participation.
- Participate and contribute to country programming activities such as Country and Regional Integration Strategies (CSP and RISP) and ensure that key sector issues and proposed solutions are adequately reflected in the resultant country/regional programming documents. iii) Participate in economic sector work (ESW) to inform and underpin the downstream intervention of the Bank in the transport sector in Egypt and Libya as needed.
Contribute to the development of a pipeline and lending program for transport projects and programs:
- Provide technical advice with regard to transport sector projects (highways, ports, airports, inland waterways, and railways) and other transport infrastructure projects.
- Identify suitable projects for inclusion in the Bank’s lending program in the transport sector and support the drafting of the project concept notes identifying key development issues, project objectives, risks assessments, budget, and timetables for management decisions.
- Contribute to the preparation and appraisal of transport projects and programs involving stakeholder consultations and exploration of alternative ways of shaping projects towards optimal contribution to development objectives.
Contribute to monitoring implementation of ongoing transport projects, programs and technical assistance funded by the Bank:
- Support the Bank Team in following up and supervision of ongoing transport projects, including: review of procurement documents (progress reports, bidding documents, bid evaluation reports, etc) in accordance to the Bank’s rules and procedures.
- Participate in project mid-term review missions, sector portfolio review missions and country portfolio review missions and assist to prepare the related reports.
- Participate in project completion reporting missions which will include data collection, drawing lessons and reporting.
Participate in sector dialogue and donor coordination activities:
- Support the task manager to dialogue with government on pressing sectors policies and reforms in liaison with the development partners.
- Support the task manger in collaborating with other development partners in the transport sector to ensure harmonization of sector interventions, exchange of experience, partnership and co-financing where appropriate.
Contribute to dissemination of best practices in Transport integrating a broad spectrum of issues:
- Develop and maintain a knowledge base in the transport sector, keeping abreast with the latest developments and issues related to transport policy, institutional development, transport infrastructure PPPs, etc.
- Contribute to activities for advocacy, dissemination and knowledge building around transport sector issues.
Consultants’ Profile
The required profile of the Consultant, including desirable qualifications, personal attributes, skills, knowledge and experience are:
- Excellent spoken and written in both English and Arabic.
- The Consultant should hold at least a Master’s Degree or its equivalent in Transport Engineering, Civil Engineering, Transport Economics, Finance or related discipline
- The consultant will be expected to have experience in managing donor funded projects.
- Minimum of eight (8) years’ experience in the transport sector with proven ability to work on policy, institutional, economic, financing, and management aspects of transport infrastructure projects, project management.
- The consultant will be expected to have knowledge of Public Private Sector Partnerships (PPPs).
- Ability to apply technical skills to resolve and manage complex issues in relation to transport project/program design and implementation from broad developmental objectives.
- Ability to work in Teams and proven ability to produce high-quality work and manage multiple tasks under tight deadlines.
- Competence in the use of Bank Word, Excel, Access, and Power Point
Duration of the Consultancy:
- The work assignment, under these Terms of Reference shall involve full-time consultancy services for a period of Twelve (12) Months and may be extended based on the performance of the retained Consultant and operational needs, as determined by the Bank.
Deliverables and Timing
- The Consultant shall work closely under the guidance of the Task Managers, the Regional Sector Manger, and the Country Manager.
Reporting Arrangements:
- The Consultant shall report to the Regional Sector Manager for Transport in RDGN. However, he shall make consultation on daily operational issues with the Task Managers and the Country Manager.
Obligations of the Consultant:
- The consultant shall provide all the resources required for the services including his own transportation to/from the office and computing facilities.
- The Bank shall provide transport whenever necessary to the consultant for the execution of his/ her duties.
Obligations of the Bank:
- The Bank will provide working space at AfDB Country Office, Cairo, Egypt.
Performance assessment:
The Consultant’s performance shall be assessed based on the following criteria:
- Professional competence
- Compliance with contractual terms
- Analytical skills, team work, communication skills; and
- Quality of work produced.
